Best Time and Place to Buy an Electric Bike

Three direct brands, three completely different answers to the same question. Lectric gives you 14 days, charges a restocking fee of up to $300, makes you pay return shipping, and will not take the bike at all once it has been ridden. Aventon gives 14 days on a new bike and 30 on a used one, but a used return costs 50% of the purchase price and the odometer has to read under twenty miles. Rad Power gives 30 days, takes a ridden bike under twenty miles, and charges 30%. On a bike near $2,000 those gaps are worth more than any Labor Day discount on this page. The honest way to shop this category is to price the mistake first. ^{5 7 10}

UL 2849 is the Standard for Electrical Systems for eBikes. It certifies the electrical drive train, battery system and charger system as one assembly rather than testing the battery alone, which matters because most of the failures people worry about happen at the interfaces. Two dates are worth knowing. On December 20, 2022 the US Consumer Product Safety Commission called on manufacturers, retailers, importers and distributors to comply with the established UL standards. And on March 2, 2023 the New York City Council passed Initiative 663-A, signed on March 20, giving anyone selling, leasing or distributing e-bikes in the city until September 16, 2023 to get certified. If you are buying in New York, certification is not a nice-to-have. Elsewhere it is a reasonable filter to apply, not a reason to be frightened. ¹¹

Consumer Reports is not neutral on this and says why. It is "not bullish on any type of bike sold through big-box stores" because "the salespeople are seldom bicycle experts", which it ties directly to assembly and repair quality. It notes that most bike shops sell e-bikes and that their staff are typically quite knowledgeable. It also concedes the cost side: you can take a direct-bought bike to a local shop for assembly, "but it will cost you". Aventon is the interesting middle here, since it sells direct but lists 2,000+ shops that will assemble and service what you bought. ^{2 8}

Consumer Reports puts the category at roughly $600 to around $4,000, with its top-rated models generally between $1,000 and $4,000. Its ratings break down into range, acceleration, hill climbing, speed control response, and how the bike rides on pedal power alone once the battery is flat. That last one is the measure most buyers never think about and the one that decides how bad your worst day on the bike is. Every price on this page sits inside that band, which is a reason to compare terms rather than chase the lowest number. ²

This week is a real window: three of the four brands we checked are running Labor Day events, though only Rad Power printed a date, "now through Labor Day". Black Friday is November 27 this year, but we could not source a claim that ebike discounts go deeper then, so we will not tell you to wait for it. ^{1 4}

In New York City, yes: Initiative 663-A required anyone selling, leasing or distributing e-bikes there to be certified by September 16, 2023. Everywhere else it is not a legal requirement, but the CPSC asked the industry to comply with the UL standards in December 2022, and it certifies the battery, charger and drive train together rather than in isolation. ¹¹
